For adding any language for All of HTC devices (like Arabic)
1- Root your devices.
2- Download Root Explorer or and explorer you prefer.
3- Go to system/customize/CID/defaulte.xml.
4- Make a backup from old defaulte.xml to avoid any problems.
5- Copy file you downloaded (below link) to system/customize/CID/.
6- Confirm if asked and reboot your device.
